Introduction: position in two sentences

Paraphrase the prompt and state your thesis clearly. Band 9 introductions don't hedge — they commit to a view or balanced framework upfront.

Body paragraphs: one idea, fully developed

Each paragraph has a topic sentence, explanation, example, and link back to the question. Two strong body paragraphs often beat three shallow ones.

Lexical resource without memorized lists

Band 9 uses precise verbs and collocations ('mitigate', 'urban sprawl') naturally — not forced rare words that break coherence.

Conclusion: synthesize, don't repeat

Summarize the argument's weight — which side matters more or what balanced policy follows. No new ideas in the conclusion.
